Partners have been consolidating insights to build a clearer picture of how artificial intelligence is currently being used in teaching and learning across Europe. The work focused on identifying challenges, opportunities, and emerging practices in four key areas: AI for teaching and learning, AI for content development, AI-powered learning environments, and responsible AI in education.
Three Core Reports
This phase of work produced three core reports:
- A comprehensive international literature review highlighting the latest research and key insights on AI in teaching and learning.
- A set of stakeholder insights gathered through consultations with policymakers, teachers (both pre-service and in-service), professional bodies, and education partners, outlining the current state of AI adoption in schools.
- An evaluation of the most relevant and widely used AI tools in Europe, examining their pedagogical value, technical functionality, and suitability for classroom integration.
Four Overarching Messages
- Across these outputs, partners identified four overarching messages that will help shape the project’s next steps:
- Teacher Professional Learning & Development: AI should enhance teachers’ expertise and professional judgement — not replace it.
- Teaching & Learning Environments: AI is most effective when pedagogy and assessment are deliberately redesigned, rather than simply accelerated.
- Developing Learning Content: Teachers remain the core designers of learning; AI accelerates, but does not replace, professional decision-making.
- Ethical AI in Education: Trustworthy implementation depends on ethics, governance, and professional judgement, not only on technological capability.
These findings will inform the continued development of the ACT-AI conceptual framework, providing a solid evidence base for the project’s next phases.
